Been there, done that! I wish I could give you some helpful advice...we solved the situation with our psycho neighbor by moving lol. Maybe your daughter should start looking into a new place...while calling the cops on the psycho lol.
If I were you, Id go to the police first and tell them this guy is accusing you of stealing stuff. As far as I know you have the right to file a complaint.
Good luck! I doubt you'll change his ways but maybe he will think first before harassing people.
