I can tell you exactly what you have to do to get those options. on the top of your screen there is a bunch of buttons one of those buttons says user cp. click that. once there you need to click edit options. near the bottom of the page there is a section called other options. the first thing is "Use vBCode quick links on your message input screens?" you need to click yes. then click submit modifications and you will then have those options.
