Yes, it's called an anti-pull harness, Im not sure of the brand or anything but it WORKS! With just his collar on he pulls so much but not with this on, and it looks comfy too

No their harnesses doesn't fall off them, the only time it did was when Piddle was sortof shaved so it was too big LOL, but we've never had any trouble with them, Im not sure why, as they look like they wouldn't stay on.

Maybe Penny needs a different size? Or needs it adjusted?
