Is he a blue and tan GSD? I'm not sure if that is the name for that color....

Yes, you can tell when a GSD is blue if you look at the colour of it's nose. Sometimes a blue will have fur almost as dark as a undiluted GSD. Liver GSDs have liver noses as well.
