I really don't have any tips on introducing dogs to cats, because I've never owned a cat. I do know my dogs think cats are snacks with fur, but they are young, so maybe with your new dog being older, she won't bother the cat. I hope things work out!
As for the rats ... oh boy! Fox terriers were bred from the beginning to be ratters. That was their main job. Caged rats are used as lures in Earth Dog competitions ... and the terriers always know exactly what to do! (Don't freak - the rats aren't hurt.)
My son had two rats for a while, and our dogs wents CRAZY! The rats were up on a dresser, but the dogs jumped and barked constantly. We had to keep the door closed all the time, or there was NO peace for anyone.
