I didn't even know the cit could limit you to the number of animals! A few members here would be in some serious trouble if this was the case everywhere! My good friend Jen is on here. She has 15 cats of her own plus a fluctuating number of fosters. It seems to me that limiting the number of pets a family owns would have a serious impact on the number of pets adopted (and the number of animals euthanized) each year. How sad.
I have no idea about legal fostering. I just volunteer for the local no-kill cat shelter. They try to put as many of their strays into foster families as possible. Its hard for them to find good foster families... either they don't know and understand cat behavior, or they end up keeping too many fosters and stop fostering. I myslef would love to foster non-stop... meaning once one cat leaves another takes it place. But my Pouncer gets too jealous and worked up when fosters are here so I only take a few in every few months. Maybe you can contact a local cat rescue and inquire about the 3 cat law and see if you can get around it by fostering. They surely would know.
