The initial enlistment contract for any soldier is eight years. Once the active portion of that contract has been fulfiled, they are Honorably discharged from ACTIVE service in the US Armed Forces. They are then transferred into the IRR for the remainder of the eight years.

Aren't these IRR soldiers being re-called to ACTIVE service ?

At least that's what I thought after reading this news report.
