Soldiers being recalled to active duty from the IRR (Individual Ready Reserve) are mainly soldiers who have done the active duty portions of their 8 year contract and are in the reserve phase. They have a remaining service obligation, and are subject to recall. They are well aware of this. During Desert Storm, IRR Members were also activated. This is nothing new, just being exaggerrated due to the presidential election. When you join the terms of your contract are carefully explained to you, and every soldier is made aware of the obligation prior to signing.
