Yeah, the park is weird. The area is like a little island, and a lot of it is very grassy, that's where people walk and dogs must be on the leash and people fly kites and stuff. Then you enter the dead area and that's where the dogs can go off leash. The dead grass area is the dog area of the park.

In this pic you can see where the dead area ends and the grass area begins. There are signs that say "Leaving Off Leash Area", but I didn't get it in the picture.
