go to http://jasc.com and download Paint Shop Pro 9(free trial for 60 days) then you can do everything from there(I'm still a trainee in making siggies) Also the best place to upload your siggies on is http://www.photobucket.com and sign up(it's free). You can make siggies cooler with website like http://www.fontfreak.com or http://www.1001fonts.com! Also you can use cool control like buttonize or inner bevel(on the "effects" pannel then "3D Effects"). To get cool backgrounds in the color pannel there are many effects if you double click them.
