Just a thought -- how about spraying your fence with the repellant you can buy to keep animals from using shrubs and bushes for their bathroom? The smell might be unpleasant enough that the dogs wouldn't want to spend much time there.

If it works for your dogs, you might be able to get permission to spray your neighbor's side of the fence, too. It IS your fence, after all!
