I think it's a great thing that the people north of us are wanting to instill in people's minds that pets are a responsibility, and people shouldn't treat them as "just a dog or just a cat", but part of the family and not to be abused! With all the dog attacks in San Fran, it's about time to get the word out that animal lovers will not stand for abuse, and that as guardians, people need to care for the animals properly!
