Phred described it perfectly. You have to move the camera quickly to blur the background. The camera has to be moving at the same pace as your dog, and the faster your dog is going the more blurred your background will be.

Since my shelties only have two speeds.. fast and faster.... I've had a lot of practice. Thank doG for digitals.....
