the shelter doesn't do socialization! Or have foster homes that do socialization? The fastest and most effeciant (kindest) way to socialize a feral kitten is with a cage- cats are den animals by nature- they are quite comfortable and feel safe in a covered cage with slow human introductions? There is no one around that can do that?
