I would think being a vet, he could think of more compassionate ways to deal with a roaming animal, aside from bludgeoning the tiny dog! He could have reported the dog as being loose, but didn't. He could have talked with the owners, but didn't...let him hang! And yes, the owner of the dog is at fault as well IMO! Our dogs don't run amock all over the neighborhood, and if they did it even once, I'd prevent them from it a second time.
