Hi, I don't know if this will work where you are located, but I recently adopted and wonderful cat from a no-kill shelter called The Shamrock Society. They foster out the animals up for adoption. You might try contacting them to find out how they work, that way at least you might be able to find temporary homes for your animals until you can get financially in the green, and I don't think the local agencies can take the animals away and "redistribute" them. I wish you the best of luck, as I have adopted all my wonderful pets from the local animal shelters, you and your co-workers are providing a wonderful service to the community, even if the local government doesn't realize it...

ps the Shamrock society has locations in Louisville Kentucky and New Orleans Louisiana, as well as other cities
