The Israelis, while not perfect, at least target point targets (Yassim, known terrorist leaders, known terrorists) with normally minimal killing of civilians (I have sincere doubts that anyone in close proximity to Yassim's car was a truly innocent bystander). When possible they use assasination teams to take out the leaders. Yassim wouldn't have been alive to be hit by the helicopter if the Mossad had not had an extremely rare failure.

The terrorist groups, Hamas, the PLF, etc tend to target areas where there is no one but civilians. Cafes, wedding halls, pizza shops, so they can get maximum media coverage and maximum shock effect.There's not much media exposure to be had by killing an Israeli soldier.
