I personally think that more people need to call the Sherrif's Department like mom did and urge them to get the guys information from eBay, so they can investigate him for animal cruelty. You know darn well there is some kind form of abuse going on, even though she looks well fed, I bet this cat hasn't been to a vet for a long time. If her owner was kind and caring he obviously would not do something like this.
