I'm manager of a pet boarding facility, we use to have a little dachshund named "Gus" come stay with us. We have 2 size rooms there, the standard suite for dogs up to 35lbs. and the king suite for 35-50lbs. When Gus was in our standard suite he would circle forever without stopping. When we put him in the king suite he would settle down. The standard suite has pleanty of room for a dog of that size and larger, but Gus felt too confined. Gus was a rescue dog, before his owners had rescued him he lived every hour of every day confined in a small crate, which all he could do is circle. Although about 10 crates could fit on the floor of our standard suite he still felt too confined. He did do well in our king suite and came to stay with us many many times.
