Pharoah hounds are never black and tan, you can get dobi's in black and tan but never a pharoah hound. If it's any other color then a shade of red or tan then it isn't a pharoah hound. Even the white that they have is just a patch or two on the chest and feet, other then that it's one color all over.

As far as living with a cat, it's hard to say, I know that they are capable of living with dogs that are smaller then them but I'm not sure about a cat.
