I think it depends on the temperment and size of the dogs.

For me, because Rocky is a handfull among
strange dogs.
I would stick to a 2 dog household.

I also noticed, that Sheba and Pepper use to be
good pals, but once we added Rocky to the household,
Sheba started getting grouchy towards Pepper.

That's just me.
