Gosh, Newfies are usually more laid back! Is it young? Maybe it is just bored, and would like to play with your pups?

I would at least go over and introduce yourself and your dogs, ask about the dog, and if they seem nice, ask if he's usually like this, or just upset/adjusting to the move ... that way you can at least learn his/her name, so you can say "Newfname, stop it! Sit!" when s/he starts bashing at the fence.
