I agree with Barbara, the appeal of the counter tops is probably because those little pups haven't figured out how to get up there yet!
It does look like a nice sunny window too which is probably why they all want to be up there at the same time.
I want to know who is stuck on the outside? Is that one of your cats in the yard or a neighbors look-alike who comes to visit?
