Are the cats neutered/spayed?
Litter boxes cleaned regularly, etc etc?

In the meantime, have you tried the carpet cleaners that elminate pet urine odors? Don't know if they actually work but it's worth a shot. (I think 409 makes a carpet cleaner that removes pet odors--fabreeze might help, too.)
