If you go to the Microsoft web site you will find instructions of how to make a boot disk. (Assuming you have a floppy drive). Another alternative it to make the PC boot from the CD, but it's not a good idea to mess in the BIOS if you don't know much about PC's.

When you re-installed XP it should have given you a choice to format and re0install or just update?????
