There is a vet in Florida who I read about who does all spay and neutering for free--too bad there aren't more like him around.
I wish you could help, but since it is a state program only people who live in New York could send a letter or email. For those of you that live in the state of New York a listing of the State Representatives is here . If it is happening in my area, I am sure it is happening in the entire state.

The city of Buffalo is basically bankrupt at this point, so the city will do only what is absolutely necessary by law. If anyone knows of any statistical analysis of how much more cost effective a mandatory spay/neutering program is please point me in the right direction. I have spent most of the day trying to find something.

You know if every vet gave 1/2 a day a month to low cost or no cost spaying and neutering, we might start making a dent in the pet overpopulation problem.
