Welcome to Pet Talk Grace. I'm so sorry to hear that your neighbor doesn't seem to care about her cats. She shouldn't be allowed to have animals in the first place. Hopefully you can get some help from a local rescue organization. Maybe Moosmom ,who is a Pet Talker, can help you or give you some advice since she lives in Michigan.
