Registered by which organization? I can guarantee you they are not registered by any legitimate registry organizations, such as the AKC or CKC.
Anyone can say a dog is registered. I can decide to tomorrow to breed a fox terrier with a bull dog. That'd be unique, eh? I'll call it a TerriBull. 
Some of them might look like bulldogs and some might look like foxterriers, but oh well, as long as I'm making a buck or two, who cares!
And I'll start a registry for it, called the ITBRA ... the International TerriBull Registry Organization. Sounds official, right? Then everyone can register their mutts with me, and have "registered" mutt! Then I can sell them for $100's of dollars!
Sound silly? Well, it's not ... that's exactly what back yard breeders do, and that's exactly what a "Valley Bulldog" is ... a sadly real-life version of my imaginary TerriBull.
