If the yard isn't fenced, I don't think those are stupid rules at all. It's not safe to leave a dog tied up outside alone, nor is it safe to let dogs run loose.

The other rules, however, are stupid....especially the breed ones....I hate breed restrictions! I've even seen huskies on some of those lists!
