I believe the main difference between a rescue group and a shelter is funding. Most rescue groups do not get state funding (or very little) and shelters generally do, in fact, many shelters are state agencies. Shelters also need private funding, but since they are "not-for-profits" there are some grants available to them. I doubt there are many for rescue groups unless they are registered as "not-for-profits" with the tax paperwork and such like. I understand it can take up to a year to get that type of designation (or more) and there are TONS of paperwork to go through. If you're willing to do that, then the absolute best of luck to you. It gladdens my heart to see someone want to do this. Do be aware, this isn't a cheap proposition and you need to line up some of your foster families before you accept even that first dog. Too many of them will back out on you or cannot take certain animals (usually behavior problems), or something. You also might want to hook up with a decent vet that will offer "group rates" for the rescue dogs. Find a good animal rights attorney and check on licensing if you intend to keep any of the animals in your own home. There may be laws against ANY kind of business in your area.

I'm not trying to discourage you, but these are some of the answers you are going to have to have before you can start a group. Do you have a PetsMart nearby? They often have rescue groups and shelters in to bring animals for adoption and you might want to talk to them (the groups) about what it takes to start a group and talk to PetsMart to line up times when you can bring animals in for adoption. That is probably the greatest thing about PetsMart -- they don't sell cats or dogs, they offer space for adoptions at no charge to the groups using the space. Of course, it's a great write-off for PetsMart, but it's great public relations, too and a more responsible stance than encouraging puppy and kitty mills to continue indiscriminate breeding.
