I think off site adoption sites is a marvelous idea. Looking at a dog through bars of a cage has a connotation of a dog to be afraid of. There is a shelter in my area that even pictures their dogs on the website through the bars of the cage. What does that say to people...that even the photographer was afraid to be in direct contact with the dog? I know there are logistical problems in viewing shelter dogs, but anything that can be done to help people see the dog as a potential family member rather than a dangerous animal behind bars has got to be a big help. Good luck with you project.
