I maintained a website for our local shelter for about a year (someone else is doing it now). When I started I had two dogs. Now I have 4 dogs and 1 cat. It is very hard to resist those desperate faces. Spaying and neutering is so available and many places offer financial assistance with it. Education is certainly the key to pet overpopulation. The myths of neutering must be replaced by the facts that the pet is much better off in every way if it is spayed or neutered. It's an uphill battle, but every saved life is a victory.
