Tonya, if this was my situation I would first do everything required to be totally legal according to your local laws regarding pets. Whether it is leash laws, fences or anything else...ensure that you are totally legal.

Sounds like you've done everything in your power to reach out to this lady with no obvious returns...it's time to shake the dust off of your feet!
