If he became YOUR cat (Pending Fister's approval) and you feed him inside, he could still play in his yard and he might adjust to being inside on a part time basis. The neighbour with the kids would no longer have a leg to stand on.

Fitting a sandbox lid makes so much sense, doesn't the sand get mucky from the elements, as it currently left uncovered.
