You did the right thing! I'm just mad that the police didn't get there earlier. I was hoping that the a-hole would get what he deserved! I hope the dog is treated better at home too, and I hope that the idiot would never do that again. I wonder how long the dog was in the car? Hopefully not long, but even for a few minutes, the car would be steaming!
