That's why I chose my words carefully when I said "most petshops" do not do background checks etc.

I agree with everyone on puppy mills. They are cruel. I've seen actual videos of them on TV, when dateline broke into one. It was horrible. This one dog was in such trauma, it was running around at full speed in it's cage in circles over and over until it collapsed and just died.
