This account give the time-line of the arrest and the actions
of the Secret Service, the Local Police, local animal control
and humane officials, and the efforts of the local citizens to help.
It appears that many individuals understood there WAS a problem
with the dogs, but local policies - or a lack of policy - was
to blame for the lack of action before it was too late.

This article is a sad commentary on our Federal, State,
and Local Government.
