I have just read about two unaltered male cats with the same so called 'owner'.

All cats need to be altered as soon as possible (depending on medical circumstances). Most shelter will alter animals free or cheap, if money is a problem.

If an 'owner ' can't/won't alter a pet, it is better that the pet is donated to a no-kill shelter. A no-kill shelter would alter pets before re-homing.
