Did you research the breed at all before getting this dog??
Shelties SHED. Many dogs SHED. Shelties, with their thick undercoat, are very bad at shedding. You should have known this before you got the dog!
He's never, ever, going to stop shedding....almost every dog sheds.
BUT...you can help! I would consider taking the dog to a groomer. The groomer will be able to blow the dogs coat out with a high pressure dryer, and get rid of most of the undercoat. After that, please brush your dog every day. This will greatly reduce the shedding! I suggest using a slicker comb, and also an undercoat rake to get the hair deep down.
It's not fair to the dog to make him live outside because of what he does naturally.Please convince your mom of this. Dogs should be family members, not forced to live outside.
p.s. I have a siberian husky--another heavy shedder.....with regular baths (about every 1 1/2-2 months) and brushing several times a week, I keep his shedding under control.
