I just took a picture of my cat Abby and resized it to 60 x 45 pixels with a photo editor (if you don't have photo resizing software, I recommend Irfanview) and go into your Control Panel and then to 'edit options'. Then you can browse on your computer to your resized picture, and upload it to this site (they host it for you!) and ta-da! That's it.
