Hmmmm, doesn't really sound like a hernia, Zip. She could have an isolated area of edema (swelling) around the incision area if it's irritated and especially if it's infected. The licking seems to be a good indicator of something irritating or draining...have you seen any oozing? Of course you've already been to the vet's so my guesses are not of any relevance right now.
