Delaware has had an animal welfare plate for quite a few years now - among other specialty plates such as environmental, etc. The one time sale price of the plate goes to vets and clinics that offer low cost spy/neuter services, non profit shelters, etc, etc, etc. I'd like to see all states offer the same.
