SOUTH FLORIDA: Ivory, special needs boy, handicapped as a kitten

I looked up the area code and he's a further south than I'd hoped. Going by the area code he seems to be a little north of Miami. I was hoping he was closer to my friend who lives south of Tampa, on the west coast. I'm still going to mention this kitty to her, maybe she'll be able to help even though she's not close to where he is.
