Cosmo is a very cute boy,he will be much more comfortable if you get him his very own wash cloth and using warm water hold it on his eyes. The tear stains are not normal they can get an infection you can also use Diamond eyes to keep the eyes clear.This I know because my Papillon had the same problem allot of people are not aware of this problem in light colored dogs.
