I think you may be right on that one. I only see him on the porch during the day. I went home for lunch today and saw him sleeping in the window so my mind (or what is left of it) can finally rest.

Stop and knock on the door and ask if it's their cat. If it is, politely lecture about animal neglect and the fact that it's so friggin cold out
Call Animal Control and report it
Cat nap him and find him and indoor home
