When you figure it out, let me know. I have the same problem with my two newest rescue dogs. They go out the dog door, and I let them out them outside via the regular door, too. They will journey outdoors at will, but they will not go potty there. They instead think the living room carpet is a fine toilet.
The only thing I might suggest for you is, when she goes in the house, moving her feces outside into the kennel and leaving it for a day or two. Same with urine - wipe it up with a paper towel and put that outside in the kennel. Then she will smell her own waste outside.
