Hi Olive - You have the funniest little Halloween smile around. I am so happy your parents rescued you and bravo to Chicago for having an anti cruelty shelter (Oprah mentioned recently that Chicago is trying to save many more animals just like in Fort Worth, Texas).
Your mom and dad might want to look into the ingredients in your food - that could be what is causing your allergies (often the chicken by-products - yucky things like beaks and feet that should be disposed of - can cause this licking, or if your cat goes outside (hopefully not, for security and health reasons) but sometimes people still use pesticides that can cause this reaction also.

Please have your pets sterilized as soon as possible to lower, and one day hopefully eliminate, unwanted and abandoned pets. It IS our responsibility. Adopting from a shelter also helps - encouraging breeders just adds to the overpopulation.
