This is very tragic.
They were probably on leashes that were too long. If they had even 6 foot leads the person walking them would have been harmed as well, more than likely.

That is so sad... even if it was a retractable leash, I would think it would still be close enough to people considering it's a vehicle that struck them... Poor babies...
