What I have learned is that dogs (in CA at least) are vaccinated at 4 months of age, then 1 year later, and then triennially....
So now they are requiring it every year and at a younger age??

I believe for most places it is done at 4 months of age.
Here, it's done at one year too, and then triannually... and even that is too much they are finding out. I agree the vet association should be jumping on this... why aren't they? They are the ones currently changing their vaccination schedules (edit: not records Lol, schedules) because they are finding out that they are, in fact, over vaccinating on everything...

In Ohio, each County Board of Health sets the requirements for Rabies
Vaccinations; the common requirements for Ohio Counties are:
For ALL Dogs, Cats, and Ferrets:
* Initial Rabies Vaccination given berween 3 and 4 Months of age.
* After ONE year from the initial vaccination (at age 15 to 16 Months),
. . a Booster shot good for either 1 year or 3 years is required.
* At either 1 or 3 year intervals, the animal must receive a Rabies Booster shot.
** 1 or 3 year interval is determined by the Vaccine Manufacturer,
and must be certified as 1 or 3 year vaccine by the administering Vet.
In Ohio, *ONLY* a Licensed Vet can administer and certify a Rabies Vaccination -
the animal's Owner can NOT purchase and administer the vaccine.
