Best part of the story is that it is ok to ride the subway without pants because it is not "in violation of the penal code."

very clever, really... BUT, one could wear reg clothes until you enter the car (Metro). No problem getting to the Metro. Once on... they don't mean no undies AT ALL. What is done is little (too little for many sensibilities) short type panties. All in mid-winter doldrums and on a public trans systems that is waaaaay short of a sense of humor at any time of day. Big whoop. It was a small (in some cases ) attempt at jocularity
